Since graduating from the University of Delaware, Francis has worked within the insurance industry. He has held a number of diverse roles, including actuarial analyst, underwriting analyst, and underwriting management in underwriting, operational, financial management of a California workers compensation managing general agency, and financial and operational management of a California retail agency.
